In order to implement the rigid constraint requirements of water resources, support the scientific decision-making of water resources allocation projects, and promote the high-quality development of water resources in the new stage, the General Office of the Ministry of Water Resources recently issued the Notice on Strengthening the Demonstration and Review of Water Resources Rigid Constraint of Water Resources Allocation Projects (hereinafter referred to as the Notice).
The Notice emphasizes that the main goal is to promote the scientific utilization, conservation and protection of water resources. On the basis of careful review of the rationality of the water intake scale of the water resources allocation project, the rigid constraint review of water resources in the feasibility study stage should be carried out, focusing on the compliance with the rigid constraint indicators of water resources such as regional total water use control indicators, river basin water allocation schemes, river and lake ecological flow guarantee objectives, We will resolutely curb unreasonable water demand, effectively protect the ecological environment of rivers and lakes, prevent excessive development and utilization of water resources, and provide strong support for the sustainable and healthy development of the economy and society.
The Notice specifies the key tasks for demonstration and review of rigid constraints on water resources:
First, check the compliance with the regional total water consumption control indicators. Focus on reviewing the compliance of regional allocation water and total water consumption control indicators. If the current regional water consumption has exceeded the total water consumption control index, no new water resource allocation project shall be built to increase the water consumption, except for the necessary domestic water, the water used to replace the overdrawn groundwater and the water used to return the ecological water of the occupied rivers and lakes. If the current regional water consumption does not exceed the total water consumption control index, the sum of the existing stock water consumption and the incremental water consumption shall not exceed the total water consumption control index.
The second is to do a good job in reviewing the compliance with the water distribution scheme of river basins. If the surface water is used as the water supply source, the surface water allocation volume in the planning level year after the new water supply volume of the water resource allocation project must meet the control index of the river basin water allocation scheme. If the current water supply has exceeded the control index of the water distribution scheme, it shall not be used as a new water supply source.
Third, check the compliance with the discharge flow (water volume and water level) of the control section. The rationality of ecological flow indicators and drainage measures of the project shall be reviewed in accordance with relevant technical standards. Analyze the impact scope of water intake of water resource allocation project, review the possible impact of water intake scale and process set under different water inflow conditions on the ecological flow guarantee objectives and water distribution plan section control indicators within the impact scope, and analyze the satisfaction degree of ecological flow guarantee objectives and water distribution plan section control indicators. For rivers with special ecological protection objects and involving the ecological flow in the sensitive period downstream of the project section, the impact on the ecological flow in the sensitive period shall be analyzed.
According to the Notice, for the water resources allocation project reviewed by the Ministry of Water Resources according to the management authority, the river basin management agencies should do a good job in the rigid constraint review of water resources in the feasibility study stage as required; The local water administrative department shall also implement the water resources allocation project reviewed by the local authorities in combination with the local reality.
